Download this app named Echo Utility.

Echo and Echo Fit will only work with Android 4.4 or higher.
The official Echo and Echo Fit support App.
Echo Utility connects to your Magellan Echo or Magellan Echo Fit to set time, change display settings, check device status, and perform updates.
Magellan Echo Fit users will also have the ability to set alarms, set user profiles, and set user goals through Echo Utility.
Echo Utility also has the ability to test the connectivity of the Bluetooth Smart Heart Rate Monitor bundle and a support section on how to connect your Magellan Echo to Echo Utility.

Updates:

The Magellan Echo Utility adds additional features to to the Magellan Echo Fit.
In addition to the original features, Magellan Echo Fit users can configure their personal User Profile, Alarms, and custom goals.
